While the immediate goal of many sexuality education programs may be to delay students' initiation of sexual intercourse (possibly until marriage) or to increase their use of pregnancy- and disease-prevention methods, many programs also have the long-term goal of promoting sexual health. Because abstinence-only-until-marriage programs are often the only formal setting in which young people learn about sexuality, the information and messages in the curricula can have a lifelong impact on how they view sexuality.

Tennessee uses Title V abstinence-only-until-marriage funds to host the annual Healthy Choices for Youth conference. The National Center for Youth Issues helps to produce this annual event which draws people from around the state. The organization describes itself as aspiring “to be the leading provider of character-building resources in America and to become a national clearinghouse of information on character development issues for children and youth.”

WAIT Training contains very little information about the majority of these topics instead devoting most of its lessons to the economic, social, and emotional benefits of marriage and abstinence before marriage. Basic information on topics such as puberty and anatomy is glossed over, for example, the following is considered an optional activity: “Give a science lecture on the process of conception, using correct anatomical language. Describe to students why women menstruate and give details about fertility and the menstruation cycle.” (WAIT Training, p. 195) Even topics that are frequently discussed in detail in other abstinence-only-until-marriage programs, such as condoms and STDs, receive very little mention in this curriculum.
