Background: Progress towards universal health coverage in many developed and developing countries is hindered by the lack of an adequate health workforce to deliver quality services to the entire population. Several factors contribute to, and aggravate, the shortages of health workers in countries: maldistribution, migration, inappropriate training, poor supervision, unregulated dual practice, imbalances in skill mix composition, and suboptimal productivity and performance. These challenges are aggravated by broader emerging issues, such as the latest global economic downturn, which has led to budget cuts in social services, and the aging of the population, which is bringing about both economic changes and an increased demand for health care. The GSHRH’s second strategic objective, complemented by the Commission and Expert Group reports, highlights the need to align investments to address shortages, improve distribution of health workers so as to maximise health outcomes. To address these multiple challenges, countries requires a comprehensive plan for health workforce development, based on good quality data and an in-depth health labour market analyses (LMA) to understand the forces affecting supply and demand, both in countries and at global level. As part of the Muskoka programme, a number of countries conducted LMA to better understand the HWF dynamics at national and sub-national level. LMA provide an excellent opportunity for assessing the country HRHIS in order to identify its strengths and weaknesses and for strengthening the intersectoral approach to implementation of the National Health Workforce Accounts (NHWA). Using the Niger, Cote d’Ivoire, and Togo case studies, this panel will show how HLMA led to improve availability and quality of data as well as improved intersectoral collaboration and coordination for strengthening the NHWA, and contribute to the development of better health workforce policies.
