Location: 30 Rockefeller Plaza, New York, NY 10112. West 50th Street between 5th and 6th Avenues
Cost: $30 minimum (adults)
Transportation: NYC subway (multiple trains available to various stops nearby)
When to go: The observation deck is open 8:00am to midnight.
Notes: The observation desk has three levels but it only the top level that is most interesting for photographers as that is the level without requiring you to shoot through glass. It can get quite crowded around sunset but the wait, to get to the front is worth it. While tripods are not required unless you get special permission ahead of time (not on the spot) there is a heavy metal fence and stone pillars that you can rest your camera on (I like to use a Gorillapod) to steady it for after dark shooting.

Notes: Outside (no glass to shoot through). Note the foreground of tall trees (I kind of wish they were a little shorter so that we could see more of the buildings).

Location: 350 5th Avenue, New York, NY 10118, enter on Fifth Avenue between 33rd & 34th Streets.
Cost: $32 minimum (adults, for the 86th floor, more for also visiting the 102nd floor). "VIP" tickets which allow you to jump the line are available for extra cost and are highly recommended as lines can be very long.
Transportation: NYC subway (multiple trains available to various stops nearby)
When to go: Open 8:00am - 2:00am
Notes: Two levels, 86th floor ("Main Deck") and 102nd floor ("Top Deck"). The 86th floor does allow photos to be taken without a pane of glass between your camera and the view while the 102nd floor is fully enclosed and one looks through windows. There are places to use a Gorillapod style mini tripod on the 86th floor but virtually none on the 102nd floor. The middle photo below shows the building hosting "" (discussed below) in the center rear of the photo.
